Bei der Volkszählung im Jahr 2020 hatte das County 2232 Einwohner und eine Bevölkerungsdichte von 2,1 Einwohnern pro Quadratkilometer. Damit ist es von der Einwohnerzahl her das kleinste County in Virginia. Der Verwaltungssitz (County Seat) ist Monterey. Das County gehört zu den Dry Countys, was bedeutet, dass der Verkauf von Alkohol eingeschränkt oder verboten ist.

As of the 2020 census, the population was 2,232.[1] Its county seat is Monterey.[2] Known as "Virginia's Switzerland" or "Virginia's Little Switzerland", Highland County is the least populous jurisdiction in Virginia, including counties and independent cities. Highland lays claim to being one of the least populous counties and one of the highest average elevations east of the Mississippi River.
