La popolazione al censimento del 2010 era di 7 854 abitanti.[1] Il capoluogo di contea è Tulia.[2] La contea è stata creata nel 1887 ed organizzata nel 1890.[3] Il suo nome deriva da John S. Sutton, un ufficiale del Confederate States Army.
